In a large skillet, brown ground beef over medium heat (7-10 minutes). Drain grease from the meat.
Add taco seasoning, rice, water, diced tomatoes, and oil. Bring to a boil, cover, and reduce heat. Simmer for 7 minutes.
Add cheese and melt completely (about 5 minutes).
Serve with tortilla chips.
